How this volumetric looking smoke works?

Found an interesting looking tornado. Looking like few meshes with displacement, simple clouds for texture, but I can’t understand how billowing effect is made.
How this movement from inside to outside, where new blobs appearing and disappearing, not just moving to direction as if would be with simple panner.

I do think it’s a simple panner. Maybe there is another layer of a semi transparent mesh layered on top.
