How this volumetric looking smoke works?

Found an interesting looking tornado. Looking like few meshes with displacement, simple clouds for texture, but I can’t understand how billowing effect is made. https://youtu.be/6xLxtlWoZkw?t=33
How this movement from inside to outside, where new blobs appearing and disappearing, not just moving to direction as if would be with simple panner.

I do think it’s a simple panner. Maybe there is another layer of a semi transparent mesh layered on top.
