Space Material question

Hi everyone, I’m trying to accomplish a material who behaves like Kassadin’s clothes from League of legends

so far the only similar material I’ve seen is something like this that people use for portal effects:

But I can’t find a way to make it pan like with a panner node since one is flot2 and the other one is vector 3. Any ideas or sugestions? thanks!

From the reference, I think they use screenspace, you can just use ScreenPosition instead of TextureCoordinate for the UV input.
