How to make space broken like this refrence in ue?

So far I’m thinking of this effect as having two layers (ignoring monsters in the void), a layer of broken translucent shards and a layer of black space.
But this broken translucent fragment refracts the background, not the black space. That’s what puzzles me the most. Any good leads?
