Distant Environment VFX

Hi people,

I have a question about distant VFX in games. In this example (on minute 1), the sandstorm FX and the tornado look to me like 2-3 Frame Blended images, but dont know how to go about making it.

Using particles and usual VFX techniques is probably overkill for something like that, since it is very large and complex, so there is propably some faking involved.

Does anybody have some insight in to how to do this kind of FX?

My guess is a few image blends with a looping flow map to drive the motion.
