Hello, everyone. I’m new to VFX and I’m trying to learn and create this texture in substance designer for days but still no good result. 
Do you guys know how to make a texture simliar to this?

Also tried quickly create something similar. Hope you find it useful 
You can experiment with Cross Section and Directional Warp inputs or additionally use Liquify tool in Photoshop/Krita to achieve exact look.
