Ocean questions regarding game optimization and multiplayer syncronizing

In our game where we work with an big ocean we ran into some problems/questions.

Problem 1, it seems that when we use our ocean in a multiplayer setting the ocean isnt the same for person A and person B. Whats the best way to go about fixing something like this?

Question 2, the ocean looks cool, but its quite performance heavy what would be a nice way to optimize this without losing too much detail?
