Need help recreating this NFS effect

I want to recreate this effect on my game when i crash. It is like an outline with a sketchy fill and saturated colors.

I dont know how to start the Shader Graph or some other method.
I would really appreciate it if someone could help me recreate this effect.
I´m using Unity 6.0

Hey Cristian, I wouldn’t be much of a help on this matter since I’m a UE artist but If I were to make this Unreal I would going with a Post Processing Effect. The elements I mainly notice are the

  • Hand painted/sketchy fill
  • Posterization maybe?
  • Thick outlines around the car
  • a overall grunge effect
  • Duo tones etc.
