How should I make this stylized texture?

Hi. I want to make that effect on the floor. But I don’t know how to work on the texture.
I think I can draw it similar to the sword effect, but I haven’t worked on a lot of stylized effects yet, so I don’t have a clue.
Do you have any suitable tutorials or examples?

Draw this part on the texture only and make sure it’s tileable from left to right. Then just put it on ring and move UVs to the left
