Can you reproduce this Niagara bug?

Is this a duplicate of this thread? I have replied there. I’ve encountered this and i think it is a slate bug, not really Niagara related.

Is this a Bug in Niagara?

Unfortunately adding this system to an actor blueprint doesn’t help. I tried with and without motion blur and the effect is the same, I mostly keep my project without motion blur.
