I’ve seen this effect in some games like in Overwatch for the golden weapons.

that’s exactly how I would/did it; scrolling with a dot product to follow the geo’s contours and locked to screenSpace view. And by addition it acts like overexposure for the output
if you want to fake bloom you can do most of the effect only on a duplication of the geo; pushing out on vertex level the edges with color falloff feathering for blending.
