It’s not a Niagara. It’s broken VAT3. For me helps restart UE and reimport textures.
Did you use script for textures from sidefx for this?
VAT is pretty tricky to set up. Likely you skipped a step or ticked the wrong box somewhere.

Did you ever figure out why it worked fine via Static Mesh but not in Niagara?
It might have something to do with Position
Hey, I am having the same issue with VAT3 using SideFXLabs 19.5.696 and Unreal Engine 5.2.1.
I did the above steps and also restarted the Editor, but my mesh looks broken. Any help would be appreciated!
Can you give us a little bit more information?
Which VAT are you using? RBD? Are you using this just as static mesh or with particles/foliage?
Whate are your houdini settings?
Check that you have precise uvs enabled in your static mesh in UE.
