(HDRP project, PBR Graph) Fresnel Effect Not showing correctly in Unity 2019.2.0f1, but it works in Unity 2018.3.0b10. How can I make it works?
Try setting the alphaclipthreshold to 0 instead of 0.5, unity defaults to 0.5 and that causes issues with transparency effects

I validated LWRP it is working
however your preview shows clipping having effect; 0.5 does nothing to mine.
perhaps try computing yourself?
